The Twin Cities housing market continues to adjust to a world without a fancy tax credit. Pending sales leveled off following the slight gains seen the prior week, squatting at 645 signed contracts for the week ending June 19.
While that's steady compared to last week, it's anemic compared to last year at this time when the market posted 1,156 signed contracts. If you're keeping track of percentages, that means we're down 44.2 percent from a year ago—the sixth consecutive week of year-over-year declines exceeding 30 percent.
New listings are also down from a year ago, posting a drop of 8.4 percent from a year ago to 1,712 for the most recent reporting week. Any sort of "return to normalcy" is going to take some time.

The Senate has adopted Senator Harry Reid's (D-NV) amendment to the pending jobs and extenders legislation (HR 4213) that would extend the closing date for the homebuyer tax credit from June 30, 2010 to September 30, 2010. The amendment would apply only to purchasers who have satisfied the April 30 binding contract rule for the $8,000 and $6,500 tax credits. The amendment creates no new eligibility for the credit. The provision is now part of HR 4213, the pending Jobs/Loophole Closer bill. Passage of HR 4213 requires 60 votes. Three efforts to achieve the 60 votes have failed.
Even if the bill can secure the necessary 60 votes, several more votes will be required in the Senate. The bill then returns to the House. There is no guarantee that the House would adopt the Senate amendment.
The extension could be offered to another bill that includes tax provisions. The Senate will be considering a small business bill that includes tax provisions during the week of June 28. NAR continues to aggressively push House and Senate leadership to extend the date. | MORE INFO

Seven-Year Lockout Policy for Strategic Defaulters
Fannie Mae is instituting policy changes designed to encourage borrowers to work with their servicers and pursue alternatives to foreclosure. Defaulting borrowers who walk away and had the capacity to pay or did not complete a workout alternative in good faith will be ineligible for a new Fannie Mae-backed mortgage loan for a period of seven years from the date of foreclosure. Borrowers who have extenuating circumstances may be eligible for new loan in a shorter timeframe.
Fannie Mae will also take legal action to recoup the outstanding mortgage debtfrom borrowers who strategically default on their loans in jurisdictions that allow for deficiency judgments. Troubled borrowers who work with their servicers, and provide information to help the servicer assess their situation, can be considered for foreclosure alternatives, such as a loan modification, a short sale, or a deed-in-lieu of foreclosure. | READ FULL NEWS RELEASE

Bucking both the historic summer housing slow-down and expectations due to the expiration of federal tax credits for home buyers, the Twin Cities residential housing permits remained stable in June. Permits, planned units and value showed a small increase this month over June 2009, and more permits were pulled in June 2010 than in six of the past 12 months.
According to statistics compiled by the Keystone Report for the Builders Association of the Twin Cities (BATC), there were 246 permits pulled for a total of 341 units during the month of June 2010. Year-to-date, permits are 62 percent higher, units are 53 percent higher and value is 49 percent higher than at this time in 2009. | READ MORE
