Weekly Market Activity Report

As expected, all activity in the Twin Cities housing market basically flatlined during the week of the Christmas holiday, as consumers and REALTORS® alike took time away from buying and selling homes. For the week ending December 27, there were 550 new listings and 256 pending sales in the entire 13-county Twin Cities region, down 3.2 percent and up 8.9 percent, respectively, from the same week last year. The inventory of houses for sale declined by almost 2,000 units in the past week but should be boosted upwards again in the weeks ahead.

This edition of the MAAR Weekly Market Activity Report features an updated January 2009 figure for our Supply-Demand Ratio, which measures the number of houses for sale for each buyer. The January number is 8.36, which is a decline of 19.7 percent from last January's figure of 10.41. Falling supply and recent surges in demand brought about by plunging mortgage rates have reduced the amount of supply relative to demand in recent months.

Two Scholarships Available for NAR Midyear in Washington, DCAll Expenses Paid at the 2009 NAR Midyear in May
The 2009 NAR Midyear Meetings and Conference in Washington, DC, May 12–16, 2009, offers an opportunity for REALTORS® to touch base with their elected leaders while at the same time attending high-impact meetings that will pave a pathway to the future of the industry.

The Ann Brockhouse Scholarship provides a MAAR member with the opportunity to attend this important conference. Airline and hotel expenses are paid for five days and four nights, and MAAR will also provide a stipend.

The scholarship will be awarded to a MAAR member who demonstrates a commitment to advancing the real estate industry through education and involvement or potential leadership involvement within MAAR.

If you're not feeling like the Ann Brockhouse Scholarship fits you, maybe try a different angle. Because for the second year in a row, we are offering two free scholarships to the 2009 NAR Midyear Legislative Meetings in Washington, DC!

RobbinsdaleRobbinsdale Moving Forward with Point-of-Sale Inspection Ordinance
The Robbinsdale city council has given preliminary approval to a proposed point-of-sale inspection ordinance when a residential property is offered for sale. Council and staff are discussing the proposal now and may bring the ordinance back to the council for final reading and approval at the January 20 city council meeting. MAAR does not believe that point-of-sale ordinances are the best way to improve a city's housing. Only a small percentage of properties are for sale at any time. Most problem properties are not for sale. Many buyers hire independent housing evaluators to complete a thorough home inspection, often with the buyer present when the inspector is conducting the inspection in the property. Rather than impose a point-of-sale ordinance, MAAR believes that cities should market themselves as good places to live. This can be accomplished with housing fairs, citywide open houses and financial assistance to encourage buyers to move into their city.

Charles McMillanNAR Challenges Fannie Mae Fee Increases
Increased fees for mortgages purchased or securitized on or after April 1 are of great concern to the National Association of REALTORS®. On January 2, NAR President Charles McMillan sent a letter of discontent to James Lockhart, the federal conservator and regulator of Fannie Mae and Freddie Mac, questioning whether the increase makes sense in light of the mission of the GSEs to promote affordable homeownership.

NAR is concerned about the lack of explanation of, or justification for, the Fannie Mae decision to increase fees and is urging Director Lockhart, in the absence of a compelling justification, to require Fannie Mae to rescind the fee increases and to direct Freddie Mac not to raise its fees.

Code of Ethics Catch Up

Code of Ethics Quadrennial RequirementIf you are still remiss in meeting the NAR Code of Ethics requirement, please, please, PLEASE take your Ethics course!

If you have not completed the required NAR Code of Ethics training for the 2008 quadrennial by March 1, 2009, MAAR will be required (in accordance with NAR guidelines) to terminate your membership.

You can take the course and meet the 2008 Ethics requirement in one of two ways:

  1. Take the course online at www.realtor.org (you still have access). Cost: FREE (3 CE credits). Anticipate a long wait for online access. You are competing with thousands of others who are also trying to meet their requirement after the deadline.
  2. Attend the instructor-led Ethics course on Friday, January 9, 1:00–3:30 p.m. at the MAAR office. Cost: $60 (2.5 CE credits). If we do not meet our minimum sign-up requirement by noon, Wednesday January 7, we will cancel the course. Please sign up early if you plan to attend. Call us at 952.908.2602 to register. We will notify you if the course is canceled.

We may offer more instructor-led courses before the March 1, 2009 termination deadline, but all such courses are subject to our minimum sign-up requirement. We are at liberty to cancel the course if we have insufficient registrations.

The $99 Unlimited CE Education pass will NOT apply towards Code of Ethics classes taken in January or February 2009 to meet the 2008 Quadrennial Code of Ethics requirement.

NorthstarMLS has started the SAFEMLS deployment. During this time (until you receive your token), you will continue to log on to the NorthstarMLS systems as normal with your NorthstarMLS agent ID and current password. You will do this in the "Standard Logon" box.
